ABSTRACT As a part of the Cisadane river basins, problems occurred in the segment of Cisadane river at Tangerang City detracted from problems that occur along the Cisadane river itself. Problems that occur include erosion, uncontrolled public space, water availability, fluctuations in water flow in the dry season and the rainy season, and the water quality of the river. Cisadane River Basin located in the west of Java through two provinces and five Regencies/Cities. Until now, the water quality management of Cisadane still overlapping and segmented. Although the regulation of water quality available, the implementation of the regulations not yet effective. The purpose of this study was to Determine the hierarchical relationship of the regulations, effectiveness of implementation, and sustainability of Reviews These regulations, reviewed restaurants is the role of government, institutional management, technical operations, finance, and public participation in the implementation of predefined rules. Using SWOT analysis method, the result of this study shown that current regulation / policy has not fully applied and the review of the rules of institutions/stakeholders needed to be done.
